So if the site relaunches in October, does that mean we have to wait to sign up? I got all excited because I'm actually going to do it this year and

No, I don't think so - It's just they relaunch so you can put up your excerpt and update your information for 2009 instead of 2008 stuff still being
there.
Signing up now won't hurt anything, far as I know...
